Illinois House Speaker Michael Madigan (D-Chicago), through his spokesman, said he does not think that the bill will pass "this year" as the state legislative session ends in June.
State Rep. Lou Lang (D-Skokie) -- the House leader on gambling issues -- said the economy needs a boost. There's no way anymore to reasonably predict how much money gambling would generated, whether $1 billion or much less.
Lang said it would be better if lawmakers still considered more casinos , and directs the money to be used for the general public accounts, rather than for a dedicated purpose which would be harmed if extra gambling money turned out to be short of expectations.
The Senate has been working on a building and construction plan, and could have the plan in writing by the end of the week, experts said.
