Illinois House Speaker Michael Madigan (D-Chicago), through his spokesman, said he does not think that the bill will pass "this year" as the state legislative session ends in June.
State Rep. Lou Lang (D-Skokie) -- the House leader on gambling issues -- said the economy needs a boost. There's no way anymore to reasonably predict how much money gambling would generated, whether $1 billion or much less.
Lang said it would be better if lawmakers still considered more casinos, and directs the money to be used for the general public accounts, rather than for a dedicated purpose which would be harmed if extra gambling money turned out to be short of expectations.
The Senate has been working on a building and construction plan, and could have the plan in writing by the end of the week, experts said.
